Course outline

This course is designed to provide health technology assessment (HTA) analysts, healthcare professionals and people working in pharmaceutical and medical device companies with a comprehensive understanding of the role of HTA in shaping healthcare policies.

Participants will compare how HTA is practised in different countries, understand decision-making criteria used by payers and elements that affect their judgment when reviewing HTA reports, and explore the wider context in which HTA exists. Emphasis will be placed on the practical application of HTA, with a focus on real-world scenarios and current challenges faced by policy makers.

Ms Fiona Pearce

Senior Advisor, Agency for Care Effectiveness, Ministry of Health Singapore

Fiona Pearce is a Senior Advisor to the Agency for Care Effectiveness (ACE), Singapore’s national HTA agency, providing technical support and strategic oversight of the Health Technology Assessment (HTA) and Consumer Engagement and Education (CEE) work streams.

She is one of the founding members of ACE and was responsible for developing the HTA methods and processes which the agency uses to conduct evaluations of drugs and vaccines to inform national subsidy decisions and also established processes to involve patients in ACE’s work, and enable companies to provide evidence to inform funding considerations for their products. Fiona was also involved in establishing Singapore’s national Rare Disease Fund in 2019 which provides long-term, financial support to patients with rare genetic diseases who require high-cost treatments.

Prior to joining ACE, Fiona was a Technical Advisor at the National Institute for Health and Care Excellence (NICE) for seven years, providing technical leadership on appraisals of medicines within the National Health Service (NHS) in the United Kingdom. She also established NICE’s methods and processes to evaluate highly specialised technologies (ultra-orphan medicines) in 2013.

Before NICE, Fiona worked for the Cochrane Collaboration (renal group) in Australia and in the private sector in various market access functions in Australia and across the Asia-Pacific region. She has formal training in health economics, epidemiology and public health, and serves on several advisory boards and work groups, including acting as Co-Chair of the HTAi Patient and Citizen Involvement in HTA (PCIG) Interest Group.
